New Regulations for Installing Air Source Heat Pumps Effective from May 29, 2025

As of May 29, 2025, the UK government has introduced significant changes to the planning regulations surrounding air source heat pumps (ASHPs) in England.   • Increased Size Limit: The maximum size for an ASHP that can be installed without planning permission has increased. It now allows up to 1.5 cubic metres instead of the previous limit of 0.6 cubic metres. This change permits the installation of larger and more efficient units.

  • Allowance for Multiple Units: Detached homes may now install up to two ASHP units under permitted development rights. This allows for the use of cascade systems, effectively meeting higher heating demands.

  • Inclusion of Air-to-Air Systems: Air-to-air heat pumps, which also provide cooling, are now included under permitted development rights, provided they are not used solely for cooling purposes.


Noise Compliance


While the spatial restrictions have been loosened, strict noise compliance rules remain in effect. ASHPs must adhere to the updated MCS 020 standard. This ensures that noise levels are kept within acceptable limits to avoid disturbing nearby properties.

The Boiler Upgrade Scheme continues to offer grants of up to £7,500 to promote the installation of heat pumps. With the removal of previous planning barriers, this scheme is now more accessible. Homeowners who faced challenges due to spatial constraints can benefit from financial support.
